Ilmatar is planning a wind farm with a maximum of two turbines in the area of Julkuvaara in Puolanka. The Julkuvaara project is directly associated with the Hukkalansalo wind farm in Paltamo, located right on the municipality border.

The initiative to extend the Paltamo project to Puolanka came from local land owners. Regarding the Julkuvaara wind farm, a separate component master plan will be created for the Puolanka area. However, the environmental impact of both the Julkuvaara and the Hukkalansalo projects will be assessed with a joint environmental impact assessment (EIA). The more specific locations for the turbines are determined in the development stage.

The municipal executive board of Puolanka has requested the municipal council to commence the creation of a land-use plan for the Julkuvaara wind farm based on Ilmatar’s proposal made on April 29th, 2022.

The impact of the Julkuvaara wind power project will be assessed together with Ilmatar’s Takiankangas and Hukkalansalo projects, located on the Paltamo side, using a joint environmental impact assessment (EIA).

The environmental impact assessment was made available from June to August 2022, and it was also presented in a public event at Jättiläisenmaa in Paltamo on June 15th, 2022. The Kainuu Centre for Economic Development, Transport and the Environment is the point of contact for the environmental impact assessment. A total of 18 statements related to the assessment were provided to the point of contact.

There were 17 opinions submitted, with 51 signatories in total. A statement by the point of contact highlights the key points of these opinions and statements. The point of contact stated that it is important to take a close look at the various implementation options, including options for transmission lines. In particular, the statement emphasized the significance of assessing the combined impact of this and other wind power projects.

The studies related to the environmental impact assessment of the project have been conducted, and the EIA report will be submitted to the Centre for Economic Development, Transport and the Environment. It will be made publicly available in June 2023. A public event related to the availability of the EIA report will be held on a later date in August 2023, to be announced.

Ilmatar Paltamo Oy is responsible for the development and future operation of the Hukkalansalo and Takiankangas wind parks. The company is based in Paltamo.
