Background
The project company, Ilmatar Kotaselkä Oy, owned by Ilmatar Energy Oy, is planning to implement a wind power project with a nominal capacity of approximately 180 MW in the Kotaselkä area of Yli-Ii, Oulu, Finland. The project area is located approximately 2.5 kilometers south of Yli-Ii town and about 34 kilometers northeast of Oulu city center.
In the Kotaselkä area, there are plans for up to 18 turbines with a maximum sweep height of 350 meters. The final outcome of the planning will be influenced by factors such as the zoning and Environmental Impact Assessment (EIA) studies, opinions, statements, and stakeholder discussions.
The area has been designated as a potential wind turbine area in the draft of the ongoing North Ostrobothnia Energy and Climate Phase Regional Plan (tv-3, number 513). The project has received a favorable opinion from the Finnish Defense Forces.
Current Status
The Oulu City Technical Committee approved Ilmatar’s zoning initiative for wind power area during their meeting on 17th January 2022.
During their meeting on 19th September 2023, the City Technical Committee approved the participation and assessment plan (OAS) for the Kotaseklä wind power park and decided to announce the commencement of zoning and the availability of the OAS for public viewing. The participation and assessment plan for the Kotaselkä wind power project will be available for viewing from 3rd October to 1st November 2023.
Current Events
A joint public event for the Kotaselkä wind power project’s partial master planning OAS phase and the EIA program phase will be held on Tuesday, October 17, 2023, from 17:00 to 19:00 in the auditorium of the Kierikkikeskus (Pahkalantie 447A, Yli-Ii, Oulu). Coffee will be served starting at 16:30. Time has been allocated for questions and discussions with the public. The event can also be attended remotely via the provided link.
