Background
Ilmatar is looking into the possibility of starting a wind power project in the western part of Kuortane. The tentative plan is to build a maximum of 37 wind turbines, of which 23 north of Seinäjoentie and 14 south of Seinäjoentie. The area to the north is called Napalankalliot and the area to the south Hietaharjunkangas.
Ilmatar has submitted a land-use plan proposal to the municipality of Kuortane. The municipal executive board of Kuortane approved the proposal on October 11, 2021. This map illustrates the preliminary area in the land-use plan proposal.
The final number of wind farms, their location and the land-use plan area shall be determined in more detail during the land-use planning process and with upcoming investigations. A minimum distance of at least two kilometres to any residential and vacation homes will be maintained. There are some vacation homes in the area, and we have agreed on changing their purpose of use with the owners.
Preparation
The project has received strong support from landowners. Land lease contracts comprise of 67 properties in Napalankalliot and 33 properties in Hietaharjunkangas, i.e. a total of 100 properties that cover almost all turbine locations. The contract process is on-going. Landowners are kindly asked to contact Ilmatar if they have yet to make an agreement.
The first noise prediction analysis has been completed. A map of the analysis is available here: Noise prediction analysis for Kuortane.
Schedule
The Participation and Assessment Plan (OAS) and the Environmental Impact Assessment (YVA) plan were available for public viewing in the summer of 2022. The YVA report and zoning draft are expected to be available for viewing around the end of 2023.
Asset Management
Upon completion, Ilmatar Service Oy, a subsidiary of Ilmatar Energy, will take over the wind farm’s technical and commercial management.
