Background

Ilmatar Energy Oy’s subsidiary, Ilmatar Vermassalo Oy, is planning to implement a wind power project with a nominal capacity of approximately 200 MW in the Vermassalo area of the city of Virrat in Northern Pirkanmaa, Finland. The preliminary planning area covers approximately 3,200 hectares and allows for the placement of approximately 20-25 wind turbines. The project’s boundary is based on the Hanhisuo-Vehkamäki wind turbine area in accordance with the valid Pirkanmaa Regional Plan 2040.

Up to 25 turbines, with a maximum tip height of 350 meters, are planned for the area. The project is being developed entirely on land owned by Finsilva Oyj. The final outcome of the planning will be influenced by various factors, including the planning and environmental impact assessment (EIA) process, statements, opinions, and stakeholder discussions.

Current Situation

The Virrat City Board has approved Ilmatar’s planning initiative in its meeting on February 13, 2023, to initiate the planning process. In its meeting on August 21, 2023, the Virrat City Board, in section 237, approved the participation and assessment plan for the Vermassalo wind power park and decided to announce the initiation of the planning process as well as the availability of the participation and assessment plan. The participation and assessment plan for the Vermassalo wind power project (OAS) is available for viewing from August 24 to September 30, 2023.

In parallel with the Vermassalo project’s wind power comprehensive planning, the environmental impact assessment (EIA) procedure under the EIA Act is initiated, with the Pirkanmaa ELY Center acting as the coordinating authority. The Pirkanmaa ELY Center has made the environmental impact assessment program (EIA program) for the Vermassalo wind power project available for viewing from August 24 to September 22, 2023.

A joint public meeting for the OAS phase of the Vermassalo wind power project’s comprehensive planning and the EIA program phase of the environmental impact assessment was held on Tuesday, September 12, 2023, from 5:00 PM to 7:00 PM at the Kurjenkylä Village Hall (Kurjenkyläntie 232).
